전 세계 학교시민교육에 영향을 준 독일의 보이텔스바흐 합의를 이어받은 한국형 학교시민교육 원칙이 대통령 소속 국가교육위원회(국교위)에서 확정됐다. 보·혁 인사로 구성된 국가교육위원들이 만장일치로 합의한 결과물이다. 2016년 징검다리교육공동체란 교육단체가 한국형 '보이텔스바흐 합의'를 제안한 이래 10년 만에 처음 성사된 것이다.

해당 원칙 국교위로부터 통보받을 교육부, 고시 수준 격상 검토

국교위는 17일 오전 본위원회 제10차 회의를 열고 '학교시민교육 기본원칙'을 확정했다. 국교위는 이 원칙을 교육부로 곧바로 통보할 예정이다. 교육부는 이 원칙을 고시 수준으로 격상해 학교에 적용하는 방안을 국교위와 검토해 온 것으로 알려졌다.

전문과 3개의 장, 14개 조로 구성된 이 원칙에는 학교시민교육에 대한 원칙과 방법, 학생과 교원 보호에 대한 내용이 들어 있다.

이 원칙은 전문에서 "그동안 학교 현장에서는 교육의 필요성이 있는 상황에서도 정파적 시비를 우려해 침묵하는 경우가 많았다"라면서 "교육을 회피하거나 일방적으로 주입하는 방식으로는 미래 우리 사회 주인공들의 시민 역량을 함양할 수 없다"라고 짚었다.

이어 이 원칙은 "독일의 보이텔스바흐 합의를 거울삼아 우리 사회의 특수성을 반영한 새로운 교육적 기본 원칙을 세운다"라면서 "오늘 우리가 세우는 원칙은 사회적으로 견해가 나뉘는 사안에 대한 일방적인 주입 교육을 금지하는 한편, 옳고 그름이 분명한 사안은 명확하게 교육하도록 함으로써 학생의 시민 역량 함양을 목표로 한다"라고 강조했다.
